Job Description: 

Performs complex professional work planning, directing, coordinating and supervising the operations of the department including the disbursement and accounting of revenues and expenditures, coordinating the preparation of the annual budget and capital improvement plan, assisting with the annual audit and preparing reports; does related work as required. Work involves setting policies and goals under the direction of the Assistant City Manager. Departmental supervision is exercised over all department personnel.

ESSENTIAL FUNCTIONS/DUTIES: Directs the financial operations of the City by an established central accounting system. Oversees preparation of financial statements at regular intervals, including operating and capital outlay expenditures; revenue projects and annual budget preparation. Oversees the overall preparation, review, and administration of City budgets. Organizes and directs the external audit. Directs the approval of disbursements for goods and services within budget appropriations. Advises City officials on all financial matters of the City. Directs the treasury collection activity and custody of public funds. Oversees the investment of City funds and the payment of bond obligations. Oversees activities of Accounting, Budget, and Revenue Administration Divisions. Establishes and maintains all financial and accounting systems for the City. Oversees the financial administration of Federal and State grants. Oversees tax collection. Oversees the City's computerized financial and utility billing systems. Plans and directs the internal audit program. Plans, evaluates and directs departmental policies, programs, and operations. Oversees training, supervision, and evaluation of a professional and clerical staff.

KNOWLEDGE, SKILLS AND ABILITIES: Comprehensive knowledge of general laws and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of accounting and budgeting in government; comprehensive knowledge of the principles and practices of a municipal purchasing system, tax system, and payroll administration; comprehensive knowledge of the practices, methods, and laws relating to municipal bond financing, contracts, and investment opportunities; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records; ability to prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees in the specialized field of accounting; ability to establish and maintain effective working relationships with other department head and governmental officials; ability to conduct long-range fiscal planning. Ability to maintain effective working relationships and communications with customers, co-workers, City officials and the general public. Ability to understand and follow complex oral and written directions, ability to understand, interpret, and explain complicated utility rate schedules and perform mathematical computations with accuracy.

EDUCATION/EXPERIENCE/PHYSICAL DEMANDS: Graduation from an accredited college or university with a Bachelor's degree in accounting, finance, business administration, or related field and extensive experience in municipal finance and local government administration including extensive supervisory experience, or equivalent combination of education and experience. Master's Degree and CPA preferred. NIMS IS 700, 100, 200, 300 and 400 training within 12 months of hire. Interactive office environment with exposure to computer screens; must be able to interact with other divisions and departments inside the City organization, as well as with customers. Must have the ability to push, pull, or lift up to 25 lbs. occasionally.
