BUDGET & ACCOUNTING MANAGER County San Mateo $54.93 – $68.67 / Hour

The County of San Mateo's Information Services Department is currently seeking an experienced Budget & Accounting Manager to become part of the Business and Finance Administration team. The incumbent will be required to plan, organize, direct and coordinate the budget and accounting activities in the Information Services Department (ISD). The candidate for this position must be able to manage detailed financial information with the highest degree of accuracy. Additionally, the candidate must be naturally inquisitive with the consistent desire to improve the tasks assigned to them and drive better decision making within the business unit, as well as develop and implement budget goals and establish chargeback rates for ISD services, policies and priorities to meet these goals. The manager will provide both strategic and operational budgetary and accounting advice to senior-level management, supervise staff, and develop, train and direct assigned personnel.

The Ideal Candidate will possess:

• The ability to move fast, speak up, drive change and exceed customer needs • 3-5 years of experience in developing and monitoring capital, operational and project budgets for a large to mid-size department • Extensive experience in directing and managing financial and cost accounting activities for a support services department • Experience developing and substantiating methodologies for establishing chargeback rate structures for provision of information technology (IT) services • Experience performing (on a weekly and monthly basis) detailed financial analyses and reporting the department budget to actuals and year-end forecasts • Advanced knowledge of maintaining excel spreadsheets, utilizing financial accounting application(s) and other financial tools

Minimum qualification include a Bachelor's or Master's degree in business, economics, accounting or a similar field and a minimum of three years of increasingly responsible experience performing a wide variety of accounting, auditing, financial, and managerial duties in a large, complex public agency.
