Performs strategic financial analysis and directing, coordinating, and supervising budget and financial management functions for the Community Services Board (CSB), an agency within the Health and Human Services division that serves individuals with mental illness, substance use disorders and developmental disabilities through an array of directly operated and contracted services with a budget of approximately $175 million with varying funding streams.•Serves as the primary budget and financial liaison with the county's Department of Management and Budget, Department of Finance, and Internal Audit. •Collaborates closely with other senior fiscal managers in other health and human agencies to ensure consistency of best financial management practices, as well as coordinated cross-system analysis. Serves as a subject matter expert for the CSB's finances and the county's budget in areas such as capital projects, grants, performance measures, financial audits, and revenues/expenditures for reporting to CSB service and program leadership, managers, and other key personnel. •Prepares and delivers presentations to the CSB's Board (a 16-member board) on fiscal and budgetary matters on a monthly and ad-hoc basis. •Serves as part of the CSB's senior management team providing relevant financial reporting, strategic insights, and supporting the Executive Director on key special projects and initiatives. •Directs and supervises all budgeting for the CSB's general funds, federal and state grants, capital projects, gift funds, as well as revenue collection in concert with the Revenue Cycle Manager. •Coordinates accounts payable and accounts receivable work, as well as procurement and contract management as they relate to financial management. Responsibilities include advanced analysis of financial trends and policies; monitoring and forecasting of expenditures and revenues; development and implementation of budget strategies; maximization of resources; preparation of summaries, analysis and recommendations on budgetary issues; preparation of charts, graphs and statistical tables to aid in the presentation and consideration of the budget; development, maintenance and analysis of performance measurements; knowledge of and compliance with program mandates. •Guides agency management and program staff through the county's budget process and advises on budget strategies, fiscal impact and resource needs. •Supervises the daily activities of a diverse staff including administrative, paraprofessional, and professional who perform financial management, accounts payable, and accounts receivable for a complex and large agency. •Allocates and adjusts workloads as needed to meet the financial and strategic goals of the CSB in order to maximize resources. MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within the assigned functional areas such as human resources, budgeting and financial management, and contract administration and business management.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, credit check, a driving record check, a Child Protective Services Registry, and a check with the Office of the Inspector General (OIG) to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: Masters degree in finance, business administration, public administration, public policy, health care administration, or related field; five or more years serving as financial manager or large state or county government department; five or more years overseeing and managing a large complex budget that includes multiple funding streams; five or more years supervising administrative, paraprofessional and professional finance staff. Familiarity with and ability to use SAP ERP software; three to five years of experience in Community Behavioral System, such as Virginia's Community Services Board.
