Overview:

Under general direction, manages, performs research, analyzes, administers, and maintains established and proposed accounting programs in accordance with agency policies, procedures, and practices, and federal, state, and local laws and regulations. Administers or takes a lead position on major projects. Frequently resolves highly complex accounting issues utilizing knowledge gained from extensive experience where procedures may not be prescribed or well defined. Understands and implements new and/or complex modifications to accounting standards. Acts as mentor and/or provides technical leadership to lower-level Accounting Team members in all areas of professional responsibilities.

This is an exempt position in Salary Grade S: Min $101,254.40 – Mid $120,660.80 – Max $140,046.40 annually. The starting salary will be within this range based on qualifications.

Responsibilities:

  • Supervises the overall fund-level accounting transactions including interfund accounting of the general fund, enterprise funds, special revenue funds and other governmental type funds, for the agency.
  • Manages, coordinates, and contributes to the timely preparation of the Annual Comprehensive Financial Report (ACFR), Popular Annual Financial Report (PAFR), Single Audit, National Transit Database (NTD) Report, State Controllers' Report, periodic statements for the Board of Directors and other necessary financial reporting. Obtains and/or prepares required statements, footnotes, schedules, and other data as necessary. Ensures all reports are prepared accurately and completed within the required deadline.
  • Responsible for the external financial audit and compliance with financial reporting requirements. Serves as the liaison with the external auditor, working with staff ensuring timely receipt of all auditor requested schedules.
  • Performs month-end and year-end closing activities including reconciliations, interfund cash transfers, expense/expenditures/revenue accruals and review of the trial balance.
  • Supervises the accounting and financial reporting functions applicable to grants.
  • Assists in the recruitment, selection, and evaluation of employees. Evaluates individual performance, prepares and conducts performance reviews, counsels employees, and administers disciplinary actions.
  • Analyzes and resolves work problems; assists employees in solving work issues.
  • Completes special projects as assigned.

Qualifications:

Any combination of education and experience equivalent to a bachelor's degree in accounting, finance, or related field with a minimum of five years of experience in accounting, auditing, or related field. Prefer three years of previous management experience.
