Job Description: 

SUMMARY: Under specified direction, performs professional-level finance functions for the City of Thornton, which may include creating and maintaining complex financial models, preparing revenue forecasts and financial projections, and identifying business process improvements. Performs the full-range of essential functions with only occasional instruction or assistance as needed.

Has a full understanding of the organization and an appreciation of the overall schedule delivering work products as well as the iterative nature of certain models.

Researches complex financial issues and assesses the impact to the City.

Assists the Finance Director with creating and maintaining complex financial models (primarily governmental operations and utility services).

Assists in the preparation of forecasting reports and financial analysis for Council and Senior Leadership Team.

Assists the Finance Director with financial planning and projections.

Represents the Finance Director in meetings with other departments and outside parties.

Assists in identifying funding alternatives for various City projects.

Assists with debt management, City bond issuances and refundings.

Responsible for special projects, which may include meetings with outside consultants, developers, attorneys, etc.

Assists with annual budget process and annual audit of City financial records.

Performs account research and analyses for other departments.

Performs various internal audits.

May supervise, train, assign, direct and review the work of other employees as needed.

Performs other duties as assigned.
