Class Summary: The Treasurer position is in the Management Series of our pay structure. Managers at this level make process level decisions on behalf of the organization subject to constraints imposed by available technology and resources. The Treasurer is responsible for the supervision of professional, technical and/or administrative support staff within the Finance Department. Supervision includes conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

Typical Class Essential Duties: v May supervise staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and implementing hiring, termination, and disciplinary procedures.

v Directs or assists in the development, implementation, and assessment of strategies, goals, objectives, and plans of an organizational-wide function or multiple functions; coordinates activities between multiple departments or functions.

v Oversees the operation and activities of an organizational-wide function or multiple functions which include program and project development, evaluation, and reporting; research and outreach activities; and compliance with policies, standards, and regulations.

v Develops and oversees multiple budgets or makes budgetary recommendations; oversees finance, accounting, payroll, and contracting functions; administers grants; allocates resources; monitors and controls expenditures.

v Develops and maintains internal and external relationships; responds to citizen complaints and inquiries in person or via phone or email; participates in a variety of meetings, committees, task forces, or related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents assigned area on committees and advocacy groups.

v Prepares, reviews, and/or approves a variety of records, reports, agendas, grant applications and reports, contracts, or other documents; makes decisions or provides recommendations based on findings; may serve as an advisor to the organization’s executive team.

v Performs other duties of a similar nature or level.

Functional Specific Responsibilities: o Manages operations related to the City’s cash and investment portfolio, utility billing, and procurement functions. o Performs administrative duties to include receiving, accounting for, and depositing revenues, including sales and property tax, fees, and permits. o Reviews and approves documents related, but not limited to debts, City-wide budgets, continuing disclosure, and/or covenants.

Training and Experience: Bachelor’s degree and three years of progressively responsible experience related to area of assignment, including prior lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
