Job Description: 

The City of Riverside is seeking a highly experienced, innovative, and customer service-oriented finance expert who is an outstanding manager with depth of knowledge to inspire and lead the talented, dedicated staff by example. The Assistant Chief Financial Officer will collaborate and coordinate with the Chief Financial Officer/City Treasurer; help develop and lead the Finance Department's fast-paced environment; make strong and educated recommendations; embrace technological improvements in finance, procurement, and customer service. The ideal candidate will develop the budget process to improve the internal user experience and to facilitate financial transparency. The Assistant Chief Financial Officer is responsible for overseeing the Finance Department's budget, business tax, purchasing, and risk management functions with a staff of 27 to 30 full-time employees. The incumbent will assist and advise the Chief Financial Officer/City Treasurer with formulating fiscal policy and procedures, establish goals and objectives for the areas of responsibility, coordinate operations, and provide complex professional assistance to City staff. The Assistant Chief Financial Officer may act on behalf of the Chief Financial Officer/City Treasurer in his/her absence.

*This position is eligible to receive merit based pay of up to 15% above the salary range based on documented outstanding performance and at the discretion of the City Manager. Positions designated as Non-Classified are exempt from the classified service. The Incumbent shall be appointed “at-will” and serve at the pleasure of the City Manager. Recruitment Guidelines: Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, business, public administration, finance, or a closely related field. Experience: At least five years of professional experience in government accounting, budget management, debt administration, or finance, including at least one year in a supervisory capacity.
