Job Description: 

NATURE OF WORK: The Chief Financial Officer manages the finance related divisions within the City Manager’s Office. The CFO oversees all financial operations of the City including purchasing, accounting, procurement, risk management, budget, revenue, collections, property tax assessment, investments, treasury, pension, employee benefits, and other public finance activities. The CFO acts as the City Treasurer. The CFO provides leadership to department directors and other management staff regarding on-going and special projects, regular operations, and activities relating to achieving the City’s mission and goals.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following): • Manages a group of finance-related divisions with a majority of the focus on the budget, finance, and treasury functions. • Provides leadership to department directors and other management/supervisory staff regarding on-going and special projects, regular operations, and activities relating to achieving the departmental and City’s mission and goals. Works with members of the City Council on financial and long term planning matters. • Monitors departmental adherence to City policies, practices and procedures, budget expenditures and projections, and action plans. Reviews, develops, and recommends changes and implements City policies. • Works with the other department directors and staff; communicates information regarding assigned group of departments and ongoing and special projects in order to have a coordinated approach and response to issue in the employee’s assigned group of departments. • Participates in annual budget preparation, Capital Improvement Plan, Strategic Plan, emergency preparedness, public information, city facility construction, risk management issues, employee union contract negotiations and implementation and similar events. • Monitors the City’s Minority, Women, and Evanston Business Enterprise (M/W/EBE) program, which includes staffing of the Minority, Women, and Evanston Business Enterprise Committee. • Represents the City on various internal committees, and external business groups, community groups, government agencies and the like. • Attends all City Council meetings and applicable Council committee meetings. • Acts as the City Treasurer.
