The Southwest Florida Water Management District (District), a leader in protecting Florida's water resources, is seeking a leader to manage the District's Procurement Section. The Procurement Manager will coordinate and manage contracts, grants and the procurement of all materials, supplies, equipment and services for the District. Provides procurement expertise to District staff and assists with the development of contracts, scopes of work, and solicitations for a variety of procurements, including construction, professional services, information technology, banking, and insurance and benefits. Ensures compliance with applicable federal and Florida law, and District policies and procedures. Develops internal procedures and processes for utilization of procurement and contract functions, including tracking and reporting. Supervises assigned staff and performs related administrative and managerial duties.
Essential Functions Responsible for managing the Contract/Procurement Section to maximize efficiencies and ensure high quality work product. Provide training, direction and support to six Procurement Specialists. Resolve personnel issues. Actively support and promote succession planning. Recruit knowledgeable staff to maximum the Procurement Section's impact on the District's mission. Establish and clearly communicate expected performance standards and provide regular feedback to staff to enable professional growth. Facilitate staff's attendance at procurement and contract-related trainings and professional association events.
Develop or delegate development of Request for Bids, Request for Proposals, Request for Qualifications, and Invitation to Negotiate, as appropriate. Work closely with the user Departments, the Office of General Counsel (OGC), and Risk Management to ensure solicitations are of the highest standard and best achieves the needs of the District, considering cost and the complexity of the procurement.
Develop contract language to implement the intent of the District's policy makers and compliance with legal requirements for review by the OGC. Maintain and secure OGC approved contract templates. Develop contracts funded with state or federal grant funds to ensure all flow down provisions are captured. Ensure accuracy and appropriateness of contract text and attachments. Ensure procurement and contract development comply with applicable federal and Florida law, and District policies and procedures.
Supervise and provide guidance and direction to staff responsible for issuing purchase orders for services and commodities in accordance with the procurement laws, policies and procedures applicable to the District.
Supervise and provide guidance and direction to staff responsible for the P-Card program.
Review or delegate review of procurements and contracts to ensure that all pre-performance contractual obligations are met including insurance requirements, performance and payment bonds, and other supporting documents.
Develop and maintain solicitation and contract computerized tracking and monitoring systems. Responsible for generating accurate contract metric reports for executive's review.
Responsible for ensuring District-wide solicitations and resulting contracts are developed timely to meet the project start date as requested by the departments.
Manage the District's diverse procurement program, including the development and preparation of various periodic management reports for submittal to the District Governing Board, Department of Environmental Protection and other state agencies as required.
Provide guidance and assistance to District staff on fiscal and budget issues, contract disputes, work orders, and purchase orders throughout the duration of contracts.
Assist with the development of processes and procedures related to record retention of procurement and contract documents to ensure compliance with schedules applicable to the District.
Assist District staff to resolve complex or out-of-policy operation problems. Continually seek new solutions to enhance efficiencies.
Assist in the development of policies and procedures related to the processing of contracts, solicitations, purchase orders, and P-cards in accordance with laws and policies applicable to the District.
Participate in departmental projects and performs other duties as required.
The District plays a critical, emergency management role before, during and after major storm events and/or in conjunction with the overall emergency management strategy, operations and recovery for the State of Florida. The employee therefore may be required to perform duties as assigned before, during and after major storm events and emergency situations such as hurricanes or other declared emergencies. Such duties may include the employee's normal work duties or other emergency support functions as determined necessary by the District.

Employee works in a standard office environment. Occasional travel usually during the workday is required. Performs continuous repetitive tasks (to include keyboarding) with one or both hands. Occasionally required to drive automotive vehicle for 2 hours or more at a time.
Employee may be subject to call-in outside of regularly scheduled work hours, or required to be on call, including on nights, weekends or holidays, to respond to emergency management activities or other incidents requiring rapid response in support of District operations.
This position is typically scheduled to work 40 hours per week, Monday to Friday, out of the Brooksville, FL office. Accepting applications until position is filled Compensation: $85,000.00 – $95,000.00 Monetary compensation determination will be based on qualifications of the successful candidate; including anything outside the listed pay range. Relocation reimbursement is available, up to $5,000.00, limited to moving expenses.
