NATURE/PURPOSE OF WORK: Under limited direction, oversees, manages, supervises, directs and performs a variety of tasks associated with the overall operation and functions provided by the Finance Division of the City of Gillette. Serves as the Treasurer for the City of Gillette, in the absence of the Finance Director.
EXAMPLES OF DUTIES: Performs a variety of management and supervisory functions. Oversees and manages assigned staff and personnel. Interviews prospective employees. Hires and/or recommends hiring. Identifies and implements new employee and on-going staff training programs. Coordinates, prioritizes and assigns tasks and projects. Tracks and reviews work progress and process. Establishes employee and operational performance measures, goals, objectives and priorities. Evaluates work performance. Performs appraisals. Recommends and/or undertakes subsequent performance related actions. Develops, recommends and/or implements disciplinary actions.
Provides general to specific financial guidance in support of the City of Gillette’s day-to-day and long-term financial operations and investments. Assists in the development of the City of Gillette operating budget. Reviews, monitors and evaluates day-to-day and on-going budget status, revenues and expenditures. Provides advice and counsel to staff regarding financial operations and related issues/concerns. Monitors and updates a variety of financial reports. Tracks, monitors and develops revenue projections. Assesses trends and options. Proposes and updates a variety of financial and statistical reports.
Tracks, identifies and researches current investments. Assists in developing short and long term investment strategies as per advisement and direction from the Investment Advisory Committee. Identifies funding requirements, grant funding and other revenue sources. Provides guidance and assistance regarding the preparation and/or monitoring of grant funding applications.
Identifies, and modifies operational policies and procedures. Coordinates and works with regularly scheduled and ad hoc audits. Works with auditors on pre-audit and post audit needs and requirements. Identifies and develops solutions to audit findings. Performs other duties as assigned or required. KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
- Ø Knowledge of applicable city, county, state and Federal statues, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. Ø Knowledge of the City’s and the Department’s policies and procedures. Ø Knowledge of the principles of supervision and/or management. Ø Knowledge of Public Budgeting/Generally Accepted Accounting Principles. Ø Knowledge of the principles of file and records management. Ø Skill in reading, understanding, interpreting and applying relevant city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. Ø Skill in assessing and prioritizing multiple tasks, projects and demands. Ø Skill in working within deadlines to complete projects and assignments. Ø Skill in trends and practices in investment strategies, public financing and related financial areas. Ø Skill in establishing and maintaining effective working relations with co-workers, other City employees, representatives from other city, county, state and/or Federal agencies, the news media, general public and/or others having business with the City of Gillette. Ø Skill in operating a personal computer utilizing a variety of software and operating systems/applications.
- Ø A Bachelor’s degree in Finance, Business Administration, Public Administration, Accounting, Government Accounting or closely related field is required. Ø Five (5) years of relevant accounting experience in banking, investments or financial administration is preferred. Ø Two (2) years of management and supervision experience is preferred. Ø Equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved may be considered.
Additional Requirements: May be required to lift and/or carry heavy, bulky supplies, materials and/or other items weighing up to 12 pounds. May be required to work outside the traditional work schedule on occasion.
