The Director of Debt Management oversees management of the City’s debt portfolio. The Director is a member of the management team for the Treasury Office and participates in establishing and implementing major goals and objectives for the division. Primary responsibilities include debt portfolio management, administration, forecasting, debt modeling, and financial reporting and accounting.
Responsibilities include: Execute sound, safe, and productive debt management strategies Develop and Manage a master debt model Manage all aspects of debt ranging from structure development, budget, debt service payments, debt service transfers, bondholder relations, council agenda, and Official Statement preparation Investment of Bond proceeds in accordance with the City’s debt policy Execute timely drawdowns of bond proceeds to reimburse the general fund Managing opportunities for refunding’s and hedges Manage compliance with requirements of SEC 15c2-12 (required disclosure of certain financial information on an annual basis) Develop strategies to fund projects and other capital-related items Develop strategies for the use of variable rate debt products including developing a trend analysis of variable rate costs, use of remarketing firms to market the short-term products, use of liquidity providers for ensuring the ongoing marketing of the bonds, etc. Provides extensive standard and custom reporting of accounts and their respective balances Compile Annual Debt Report to Senior Management and Respond to Public Requests for Information Ensure SymPro are accurately updated daily for debt transactions Monitor enterprise systems budget activity monthly Develop and maintain professional relationships with those in similar positions in surrounding local government areas
Minimum Training and Experience Required to Perform Essential Job Functions Bachelor’s degree in Finance or Economics Five years of debt management professional experience Five years of capital markets experience Five years of supervisory experience Five years of experience working in MS Office Suite
Preferred Education & Experience: Master's degree in Finance, Economics (equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) Ten years of debt management professional experience Municipal finance, government, or banking experience preferred
