JOB SUMMARY The Manager – Treasury is responsible for the planning and administration of San Antonio Water System's banking relationships, cash management and investment programs while supporting the Treasurer with debt management. This position establishes policies and procedures while ensuring compliance with all federal, state, and local requirements and regulations. In addition, this position recommends, develops, and implements short and long range cash, investment and debt strategies.
ESSENTIAL FUNCTIONS Develops, supervises, implements, and evaluates financial planning models for short and long-term investment programs for all System funds. Safeguards and maximizes the allowable return on the System's investment portfolio. Maintains and safeguards the System's check stock and other bank account related information and tools. Establishes and administers cash management programs and controls and approves the final distribution of funds in payment of liabilities. Manages bank relationships by monitoring and controlling general depository, investment services, and payment services contracts. Prepares quarterly reports for the System's Board of Trustees relative to the performance of the System's investment portfolio. Prepares all investment related schedules for financial statements and the Comprehensive Annual Financial Report. Creates documents, maintains, updates, and acts as the primary point of contact for all requests for proposals, requests for qualifications, and contractual relationships relating to SAWS' investments and banking relationships. Responsible for drafting and annually updating the System's Investment Policy to ensure compliance with the Public Funds Investment Act. Supports the Treasurer in capital market transactions and bond issuances for funding of the System's capital needs. Establishes and maintains effective working relationships with internal departments, financial institutions, brokerage firms, and other consultants & customers to provide quality service. Develops, recommends, and implements division policies, procedures, and operational processes to improve efficiencies. Applies and interprets general accounting, budget, financial analysis, investment, and governmental principals, practices, laws, policies, and procedures. Develops measures to analyze and improve department efficiencies. Performs other duties as assigned.
DECISION MAKING This position receives general direction and reports to the Treasurer. Responsible for an investment portfolio of approximately $900 million. Responsible for issuance of approximately 3,300 payments per month totaling approximately $50 million.
MINIMUM REQUIREMENTS Bachelor's Degree in Business Administration, Accounting, Finance, Economics or related field. Six years' experience in treasury, finance, accounting or related field. Three years' supervisory experience. Proficient PC skills in financial, word processing, spreadsheet, database, and presentation software.
PREFERRED QUALIFICATIONS Master's Degree in Business Administration, Accounting, Finance, Economics or related field. Experience developing, controlling, and administering cash management, investment and debt programs and financial accounting experience related to banking, investments, and debt. Remittance processing experience.
