Essential duties: Budget & Finance •Direct and oversee finance and budget operations to achieve goals within available resources. •Oversee the preparation of monthly, annual, and periodic financial reports and models. •Oversee the preparation of the annual budget by preparing revenue estimates and expenditure and fund balance projections for the current and following years. •Aggregate and summarize departmental budget requests. •Create and present budget and financial information to Library Board of Trustees, Board of County Commissioners and other community groups. •Develop, implement, and monitor financial policies. •Create financial management processes and reporting tools that are efficient, accurate, and scalable as JCPL grows. •Maximize the functionality of our general accounting systems and eliminate manual processes.

Long Range & Strategic Planning •Provide leadership and direction in the development of financial models. •Gather, interpret, and prepare data for studies, reports, and recommendations. •Develop, maintain, and report on 5-year financial models and 10-year strategic plans.

Staff Supervision & Management •Lead the Library Budget & Finance team. Directly supervises the Manager of Budget & Finance and senior finance personnel. •Conduct staff meetings, and provides technical guidance and recommended corrective action to ensure conformity with established JCPL and County policies, rules, and regulations. •Attend regular Board of Trustee's meetings, special meetings, study sessions, and meetings of various County personnel. •Actively participate on the JCPL Senior Management Team as a strategic partner with the Directors of Public Services, Information Technology, Communications, Employee Relations and Development, and Facilities. Reports to the Executive Director. •Provide oversight and establish contract procedures; ensure contract execution and renewal while maintaining compliance and meeting legal requirements; provide staff training for those performing contracting processes. •Serve as JCPL's Asset and Financial Risk Manager.
