The City of Boynton Beach, Florida seeks a versatile, highly motivated, and experienced professional to join the senior management team as its Director of Financial Services. With a population of nearly 74,000 and covering 16.5 square miles, Boynton Beach is the third largest municipality in Palm Beach County. This dynamic, culturally diverse, coastal community provides “full services” including: police, fire, water utilities, and sanitation as well as operating its own library and golf course.
Serving as the chief financial officer who reports to the City Manager, the Director of Financial Services will provide leadership, direction, and guidance to a lean, yet highly capable, staff. This position is responsible for performing a variety of finance-related duties, including budgeting, purchasing, and customer service. This hands-on director must be equally comfortable and proficient in performing a wide array of functions (e.g., analyzing complex financial situations, leading a bond financing, and assisting with daily operations in the absence of assigned staff).
The director provides fiscal accountability and transparent stewardship by managing, monitoring, and coordinating the City’s budgets and financial accounting, while working closely with City departments to identify funding and to monitor/report on performance measures and outcomes for the strategic activities implemented to accomplish the City’s mission, goals and program objectives. Among other responsibilities, the director maintains a forward-looking perspective by constantly scanning the horizon to anticipate future challenges or opportunities and to identify potential solutions or to develop appropriate initiatives. S/he participates in the development of operating policies, administers funding, manages investment and debt financing activities, provides careful oversight to purchasing and contract management functions, and is responsible for the administration and compliance of grant funds.
The desired candidate will be: • A creative, innovative, motivated collaborator with excellent local government financial management skills and strong interpersonal and communication skills. • Passionate about providing outstanding public service and customer service, committed to process improvement and eager to explore new and progressive approaches to service delivery and funding. • A relationship and consensus builder who garners the respect of staff, department directors, senior managers, and elected officials. • Adept at patiently conveying complex financial information in a way that can be readily understood by those without a finance background. • Technically proficient in ERP systems and experienced with ERP conversions and/or implementations. Candidates must have a bachelor’s degree in finance, accounting, business, public administration or closely related field; supplemented by eight years of previous local government finance experience, five years of which must include supervisory and management experience in local government finance, preferably some portion at the executive-level. Florida experience and knowledge of GAAP and GASB standards are a must. CPA, Certified Government Finance Officer or Certified Public Finance Officer designation, MBA/MPA preferred. Working knowledge of Superion (formerly SunGard) Public Sector Naviline system also preferred.
The hiring salary range is $94,786 to $128,000, depending on qualifications (full salary range: $94,786 to $139,958). The City of Boynton Beach offers a competitive benefits package.
