The San Mateo County Transit District seeks a Director, Accounting to be responsible for Financial Reporting and General Ledger, Grants and Capital Accounting, and Payroll functions of the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (C Caltrain), and the San Mateo County Transportation Authority (TA).
The Director, Accounting will direct General Ledger and Accounts Payable (A/P) transactions and reporting, the audit process and the production and publication of the Comprehensive Annual Financial Reports (CAFR), and any other special operating and capital reporting for all three business units, direct the accounting, billing, and reporting of capital project and grant-related transactions, all Payroll transactions, and the development and implementation of processes for accounts payable, operating and capital expense recording, internal and external financial reporting, and the distribution of financial information. S/he will work with the Treasury department in the development and implementation of financing mechanisms, investment of funds, bonds, and notes proceeds.
S/he will also direct the production of operating statements, capital financial statements, and other information for internal and external purposes. This process includes: the audit process, the production of Comprehensive Annual Financial Reports (CAFRs), monthly financial statements, and external reporting of the National Transit Database (NTD) for SamTrans, PCJPB (Caltrain), and TA. Other duties include: overseeing disbursements through Payroll and Accounts Payable, overseeing the accounting for the agencies’ fixed assets, being responsible for the billing of funding partners, directing the reporting of accounting data to outside funding sources, developing and managing administrative and accounting policies, services, structures, controls, and reporting systems, and evaluating job performance staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities.
The ideal candidate will have a Bachelor’s degree in accounting, economics, finance or related field with seven (7) years’ of progressively responsible experience in accounting, auditing, or finance, plus three (3) years’ full time management experience in governmental accounting or enterprise accounting. Certified public accountant (CPA) is desirable. Experience in the area of budget development, maintenance and monitoring for a sizeable organization (over $100 million per year) is desirable. Must have experience utilizing Generally Accepted Accounting Principles.
