Erie County Council, the legislative branch of county government, is seeking a CPA/financial adviser to assist in it's duties and responsibilities under the Home Rule Charter. Council must adopt a balanced County budget by December 1 of the preceding year and making supplemental appropriations of funds during the year as needed while maintaining the fund balance. CPA duties include: Review of all monthly financial statements of Erie County government for anomalies or unusual activities of expenditures. Review all personnel action sheets for any variance from approved budget. Preparation and review of all request for proposals for the audits of the general fund and other funds. General accounting consultation as needed for individual members or County Council as a whole. Review of all Erie County Care Management and Pleasant Ridge Manor financial statements and audits. Review of all audits performed on funds of Erie County government. Review and analysis of proposed bond issues for Erie County government. Attendance at County Council Finance, Personnel, Regular, and Special Meetings. Participation in Fringe Benefits committee, audit committee and Overtime Committee Meetings. Analysis and review of the County Executive’s proposed budget each year. Preparation of budget actions sheets for County Council budget proposal. Attendance of County Council budget meetings in October and November. Other duties assigned by County Council. Experience with governmental units is crucial. Council will consider an individual or a firm willing to assign a CPA.
