IPS Program Manager II – 18000001K9 Institute for Public Service

The County Technical Assistance Service (CTAS) is recruiting for the position of Certified County Finance Officer Program Manager.

The Certified County Finance Officer Program is a new program delivered by CTAS to county financial officers and their staff to provide an opportunity to learn about accounting and financial reporting principles, understand how county governments are structured in Tennessee, and enhance their skills. Graduates of the program receive a certification of Certified County Finance Officer.

The CCFO Program Manager will manage the planning, development, marketing and delivery of the CCFO Program, and will serve as a program instructor, with duties to include: • Develop and maintain positive proactive working relationships with consultants, faculty and program alumni. • Coordinate the training, reporting, and curriculum with the Comptroller's Division of Local Audit. • Develop and deliver CCFO training classes, including course content, exercises, and presentations. • Oversee the creation and delivery of training classes by other CCFO consultants, including assisting with course content, exercises, presentations, and delivery.

Qualifications Education: • Bachelor’s degree in Accounting, Finance, Business, Economics, or related fields. Master’s Degree preferred. • A professional certification (Certified Public Accountant (CPA), Certified Government Finance Manager (CGFM), Certified Fraud Examiner (CFE), or related certification).

Experience: Five years of instructor role in a related field with supervisory experience.

Job Skills: This job requires a high level of organizational skills, time management, and the ability to prioritize projects. Must be willing to travel statewide with overnight travel. Ability to develop and teach classes required.
