Job Description: 

The City of San José Finance Department is seeking to hire one Principal Accountant to manage the daily operations of the Special Accounting section in the Accounting Division of the Finance Department.  This position will be responsible for supervising a staff of two (3) direct and six (6) indirect employees and reports directly to the Deputy Director of the Accounting Division.  The Accounting Division has a total of 33 full-time equivalent positions. The essential duties of the Principal Accountant position may include, but are not limited to the following: Play an integral and leadership role in all aspects of the Citywide annual audit and various specials audits, including coordination with state and federal agencies, CPA firms, the City's independent auditor, and the City Auditor, Plan, manage, prepare and complete the Comprehensive Annual Financial Report (CAFR) and Single Audit, Oversee the preparation of financial reports according to federal and state rules, regulations and laws, City policies and procedures, and generally accepted accounting principles, Oversee the accounting and financial reporting of the Successor Agency to the Redevelopment Agency, Research, interpret, implement, and enforce GASB standards and pronouncements, Manage project based external contracts and relationships with consultants and outside departments, Provide analytical reviews of financial statements prepared by outside organizations, Oversee and provide technical advice on accounting issues related to debt issuance and deferred compensation plans, Comply with mandated filing requirements, including the State Controller's, Prop 111 and Special District Reports, and SB90 claims, Provide professional and technical accounting advice to City departments on externally imposed accounting pronouncements, standards, policies and procedures, Provide assistance to City departments regarding City accounting policies and procedures and in resolving complex accounting and financial problems, Develop, implement and evaluate fiscal policies, procedures, and practices and initiate action for improvement, Conduct Citywide training sessions, Prepare Council memos and management reports, and conduct oral presentations, Oversee the development and completion of Citywide cost allocation plan rates, grant and airport cost allocation plans, and the Public Works indirect cost allocation plan, Proactively carryout performance management issues of direct and indirect reports including, establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues, Lead or participate in a variety of City special projects as a representative of the Finance Department, Serve as the Acting Deputy Director of Finance, Accounting or represent the Deputy Director in the incumbent's absence.
