Ray Scher is a private contractor/consultant and Principal with the Strategy Management Institute. He was formerly the Assistant Director for the Office of Management and Budget, Miami-Dade County Florida, overseeing management planning and performance analysis initiatives. He currently serves as the Heron Bay Community Association Strategic Planning Committee Chair. From 1998 until his retirement in 2016, he was intimately involved in the development and refinement of the County’s internationally recognized management systems including strategic planning; business planning; performance measurement, analysis, and reporting; and integration of management systems with the County’s resource allocation process. He was a Board member for the Florida Benchmarking Consortium and served as Chairman of that Board for two years. Ray has been a speaker/presenter for the Government Finance Officers Association, the International City/County Management Association, the Association of Government Accountants, the Florida Sterling Council, the Advisory Board, the Performance Institute, the National Center for Civic Innovation, and Florida International University. He has advised local governments nationally, and abroad.
Prior to his public service, he worked in the private sector as an industrial engineer for a printing company in northern Indiana. He holds a Bachelor of Science Degree in Industrial Engineering from Purdue University and completed the Harvard University Kennedy School of Government, Driving Government Performance Executive Education Program. He is Lean Six Sigma Black Belt Certified, and was a Yellow, Blue, and Orange Belt instructor for Miami- Dade County's Lean Six Sigma Program.
