Job Description: 

The essential functions of the Senior Accountant may vary depending upon assignment, and may include: assisting in the formulation of policies governing the operations of the City’s financial systems and internal controls; implementation of departmental goals and objectives; preparation of the Comprehensive Annual Financial Report, as well as financial reports to federal, state and county agencies; research and recommendations regarding the application of payroll taxes; preparing customized reports and queries using report writing software to enable analysis of the City’s finances and to provide custom information to users.  Managing the City’s purchasing card program, including policies, controls and reconciliation.  Reviewing the general ledger in preparation for the fiscal year-end financial statement audit, preparing schedules for the auditors, and preparing the Comprehensive Annual Financial Report.  Performing reconciliation of general ledger accounts and other financial transactions.  Reviewing the work product of subordinates, including journal entries, the payroll register, the warrant register, and the bank reconciliation.  Responding to complaints or requests for information from the City Council, City employees, and the public.

Assisting the Director and / or Deputy Director in routine internal management matters.  Reviewing, summarizing, and making recommendations on legislation pertaining to departmental operations.  May be conducting management studies of departmental operations and operations performed by contract service providers, including reviews of expenditure patterns and practices.  May serve on or as staff to inter-departmental committees.  May represent the Department Director or Deputy Director as assigned.  Performing such additional tasks and duties as assigned by the Director or Deputy Director.

REQUIREMENTS:                             

Bachelor’s degree in Accounting, Finance, or a closely related field from an accredited college or university.  Master’s degree in Accounting, Finance, or Public Administration is highly desirable.  Four years of increasingly responsible experience in performing professional level financial and accounting work – preferably in a governmental setting. Previous public sector experience with Comprehensive Annual Financial Reports (CAFRs), general ledger and payroll systems is ideal.

Municipal accounting, budgeting, auditing, and financial reporting; the theories, principles, and practices of public administration.  Posting, ledger, and journal activity, reconciliations, double-entry bookkeeping, math and financial records.  Budget preparation and analysis, and administrative and financial audit techniques.  Federal, State, and local laws, codes, regulations, and professional standards applicable to governmental accounting.  Basic principles governing human resources management and customer service.  Correct English usage, spelling, grammar and punctuation. Program development, planning, organizing, and evaluating techniques. Prioritizing, and managing diverse, complex analytical projects.  Development and presentation of Comprehensive Annual Financial Reports (CAFRs). Effectively use automated systems, including personal computers and office / specialized financial software packages.  Use of common office software including Microsoft Office.  Organizing and preparing clear and concise reports in a non-bureaucratic style.  Providing outstanding customer satisfaction (internally and externally).  Techniques used in effective interpersonal communication.
