Job Description: 

The City of Palo Alto Office of Management and Budget (OMB) has a challenging opportunity for a critical thinker as a Senior Management Analyst. The OMB is the City’s central strategic management resource where stakeholders seek assistance and advice on all budget-related matters and organizational analysis. The OMB has been honored with numerous awards for excellence in capital and operating budgeting and public communications by state and national organizations. In addition, the City has maintained its triple AAA bond rating.

This new position offers the opportunity to use creative and innovative skills in addressing the city’s budgetary constraints to identify alternative service delivery models, enhance the City’s performance management system, fund infrastructure, and unfunded liabilities while the City remains a competitive employer. The selected candidate will perform complex financial analysis requiring considerable technical skills; prepare key financial or technical reports that require extensive knowledge of municipal financial functions and structures; be assigned to develop and monitor departments’ budgets, and perform related duties as required.

Additionally, the City is in the process of acquiring a new budget system. The selected candidate will be part of the team to implement the system.

Incumbents of this classification perform difficult and complex work involving city-wide financial and technical analysis and related aspects of financial management. This position requires extensive knowledge of municipal financial functions, managing position control for an organization, validating financial data; the ability to exercise independent judgment; and excellent written and oral communication skills.

May be underfilled as a Management Analyst based on qualifications and/or experience.

Essential Duties:

1. Analyze, monitor, and prepare department budgets for assigned departments and funds; 2. Lead and manage projects related to financial analysis and other special projects, such as analyzing and preparing cost allocations, interdepartmental charges, and interfund transfers; municipal fee schedule, the capital budget process, or the performance management system; 3. Play a major role in the in the annual, mid-year, and year-end budget process by gathering and preparing data and information for Executive Staff, Finance Committee, and City Council review; 4. Operate as a liaison for the City's department budget coordinators; 5. Make presentations on the above to internal and external audiences.

Minimum Qualifications:

The Minimum Qualifications required to be considered for this position are sufficient education, training and/or work experience to demonstrate possession of the knowledge and skills, which would typically be acquired through:

Bachelor’s Degree in Finance, Accounting, Public Administration, or a related field, and four years of related finance, budget or accounting experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements: * Valid California Driver’s License

Proficiency in advanced data compilation and analysis (pivots, long-range forecasting, budget uploads, etc.); •Communication and interpersonal skills to interact with team members, supervisor, departments, and others; •Strong financial analytical skills; •An eagerness to learn, be included, or facilitate new projects in a high volume environment; •Capable of leading and managing projects to completion; •Strong team player; •Self-starter; •An eager individual that has an enthusiasm to learn and take on new tasks; •A flexible and positive attitude; •Excellent attention to detail, while being aware of and integrating the “Big Picture”; •Able to make professional and sound decisions in manners consistent with City policy and procedures, and professional standards (technical and ethical).
