Managing Your OPEB Liability

Who Will Benefit

This one-day seminar is designed for finance professionals who have either direct or indirect responsibility for the management or funding of other postemployment benefits (OPEB).

Program

Complying with new Governmental Accounting Standards Board standards for OPEB is only the beginning. The real issue facing local governments is ensuring that the benefits offered to retirees are sustainable. Hear from experienced practitioners who have gone through the process of modifying their plan design, establishing trusts, identifying revenue sources, and securing the necessary buy-in from employee groups. Share experiences with other governments facing similar challenges. The GFOA’s OPEB Toolkit, an online collection of resources, leading practices, and case studies designed to assist governments in developing OPEB strategies will also be introduced.

Seminar Objectives
Successful completion of this course will enable the participant to:

  • Define and describe each of the OPEB decision points
  • Understand the steps necessary to establish a trust
  • Distinguish between multiple funding strategies
  • Utilize techniques for controlling healthcare and benefit claim costs
