The values of public procurement–ethics, competition, transparency, and accountability–are clear. However, compliance with the detailed multi-layered framework of federal, state, and local laws, policies, and regulations can be difficult for all stakeholders to understand and follow. The American Bar Association (ABA) is currently working through a major update to the Model Procurement Code (MPC), which forms the foundation for many states' and local governments' procurement policies.
