The City of North Branch, Minnesota (population 10,787) is seeking a Finance Director with a strong background in accounting and a broad understanding of local government to serve as a trusted financial advisor to the city council and the city’s management team.
With an area of 36 square miles, North Branch is the largest city in Chisago County. Located at the junction of Interstate 35 and Minnesota State Highway 95, the city is 45 miles north of Minneapolis and St. Paul and 120 miles south of Duluth. With its proximity to the Twin Cities metropolitan area, North Branch is experiencing significant residential growth and attracting the interest of commercial developers.
The Finance Director plays a central role in maintaining the city’s current and long-term fiscal health and managing the city’s 2022 all-funds budget of $17 million. The Director manages and oversees day-to-day operations and ensures that the city’s long-term fiscal position is adequate to accomplish its strategic goals. The Director develops fiscal policies, recommends financial options, ensures department budgets further the city’s growth and maintenance plans, and manages the city’s debt. The Finance Director supervises four staff members, which include an accountant, payroll/account clerk, utility finance manager, and the utility billing clerk. The position reports to the City Administrator.
The City of North Branch offers a competitive salary, excellent benefits, and participation in the Public Employees Retirement Association (PERA). The starting salary is $110,595 in accordance with the applicable collective bargaining agreement for this position. After one year and the successful completion of probation, the 2023 salary increases to $119,352. In 2024, the salary increases to a maximum rate of $129,647.
The position requires a Bachelor’s Degree in finance, accounting, public or business administration, or related field and five years of progressively responsible experience in a local governmental or comparable setting. Demonstrated experience using Springbrook or other web-based financial software is required. Equivalent combination of education and experience sufficient to successfully perform the essential duties of this position will be considered. Qualified candidates must demonstrate knowledge of local government processes, fund accounting, and debt management and experience with municipally operated liquor stores and other enterprise operations.
