Job Description

JOB SUMMARY

This position performs advanced accounting duties in support of county financial operations.

MAJOR DUTIES

  1. Manages and oversees capital projects budgets.
  2. Creates and maintains spreadsheets or other reports to show capital revenue and expenditure.
  3. Sets up and tracks capital items within a fixed asset system; coordinates annual inventory by department.
  4. Issues purchase orders for submitting departments, to including verifying budget allocations and necessary vendor information; orders supplies for the department.
  5. Assists with monthly and year-end closing functions, including general ledger work, accounting reconciliation, month-end reporting, and other ad hoc reporting.
  6. Monitors, tracks, and reports on grants.
  7. Prepares audit schedules for fixed assets, capital projects, and grants.
  8. Updates financial statements on the SPLOST and Finance Department pages of the county website.
  9. Provides support for payroll and accounts receivable functions as required.
  10. Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

  1. Knowledge of generally accepted accounting principles (GAAP).
  2. Knowledge of Governmental Accounting Standards Board (GASB) guidelines.
  3. Knowledge of accounts payable and receivable policies and procedures.
  4. Knowledge of payroll policies and procedures.
  5. Knowledge of budget management principles.
  6. Knowledge of computers and job-related software programs.
  7. Skill in preparing reports and communicating information clearly and effectively.
  8. Skill in managing and prioritizing multiple projects.
  9. Skill in oral and written communication.

SUPERVISORY CONTROLS

The Chief Financial Officer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include GAAP, GASB guidelines, and county and department policies and procedures. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied accounting duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
  • The purpose of this position is to perform accounting functions in support of county financial operations. Success in this position contributes to the efficiency and effectiveness of those operations.

  • Contacts are typically with co-workers, other county employees, vendors, and members of the general public.
  • Contacts are typically to provide services, to give or exchange information, to justify matters, or to resolve problems.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

  • None.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in a course of study related to the occupational field preferred.
  • More than two (2) years of related experience required.
