Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the Director, Funding & Allocation this position will assist in the daily operations of the Funding & Allocation Department at LAHSA. Areas of responsibility will include providing professional-level budget and financial analysis as well as completing financial planning tasks concerning LAHSA’s contracted program Budgets. The Special Projects Analyst will assist with providing oversight, analysis, projections, and budget management of contract program needs, market research, and overarching support to program allocations.

Essential Job Functions:

  • Assist in establishing, implementing, and maintaining internal controls, policies, and procedures related to allocation planning, program funding projections, market research, and funding oversight.
  • Assist in the preparation of Budgets and Cost Allocation Plans for LAHSA program contracts, analyze, and interpret Cost Allocation Plans
  • Review, analyze, and interpret Cost Allocation Plans, making modifications when required (such as during the Midyear Adjustment Process).
  • Reconcile and transmit long-term management priorities through the assignment and delegation of work to Unit staff to ensure progress on ongoing initiatives while preventing any disruptions or delays in the -day-to-day workflow completion.
  • Work collaboratively with other departments.
  • Provide training and Technical Assistance (TA) to subordinates within the matrix teams and peers at LAHSA from other Departments when needed.
  • Assist the department management in completing their tasks and serve as the primary backup of their functions when necessary.
  • Assisting with the development of Internal Budget Allocation tools, procedures, and templates reflecting the business needs of program design, development, and ongoing program projections.
  • Preparing and distributing monthly Internal Allocation and budget shifting reports.
  • Work with the funder, departmental and management to review allocation documents to support annual allocation planning.
  • Ensure allowability criteria associated with various funding sources is within compliance with program requirements.
  • Provide quality assurance of program analyses detailing projected spending versus the Commission-Approved Budget to inform Executive Management decisions.
  • Work with the Budget department to receive spend-down analysis and documentation for allocation and spending purposes.
  • Support funding request document needs and support coordination of correct funding information.
  • Offer suggestions to improve Unit operations.
  • Assumes other responsibilities as directed to by LAHSA leadership.

Knowledge, Skills & Abilities:

  • Strong quantitative data and financial analysis skills
  • Strong written and oral communication skills
  • Proven organizational, strategic, and financial planning acumen
  • Proven experience in the preparation of spend down analysis, financial reports and statements and financial reports
  • Intermediate to advanced proficiency with computer software programs, specifically Microsoft Office (Word, Excel, Access, PowerPoint, Project, and Outlook)
  • Information retrieval from the Internet
  • Demonstrated experience preparing and presenting funding requests to executive leadership and management.
  • Proven work experience as a team leader, senior-level staff, or supervisor
  • Familiarity with relevant, applicable homelessness-related Government laws and regulations, including the HUD Supportive Housing program, ESG, and CDBG
  • Applicable laws, rules, regulations, policies, and procedures concerning procurement and administration of contracts, grants, loans, and other similar agreements
  • Experience conducting market research and working on building out program-specific budgets for funding proposals or funding requests.

Training & Experience:

  • Proven professional experience and educational background.

Term: Full-time, Exempt, Temporary ending June 2023. A continuation of employment contingent upon funding availability.
