Job Description

ABOUT THIS POSITION

The City of Phoenix is currently seeking to fill a new position within the Phoenix Fire Department. The Budget Manager (Management Services Administrator) plans, directs, and supervises staff engaged in analyzing, developing, monitoring operating and capital department budgets, procurement activities, financial systems and controls. This new opportunity within the Phoenix Fire Department would be responsible for overseeing the department’s $462 Million operating budget and $37 Million capital budget. The position will oversee staff responsible for managing several grant funds to ensure all reporting requirements are met and will routinely consult with staff from the Finance and Budget & Research departments to coordinate procurement processes and accurately complete required budget development steps each fiscal year. This position will also manage the Department’s ambulance billing process and ensure compliance with legislative actions.

Responsibilities include managing the department's financial condition, coordinating and supervising various administrative, procurement and budget activities at the request of department management, making presentations, and representing the department head as required with internal and external stakeholders. Incumbents are expected to self-generate assignments through an anticipation of departmental problems and general awareness of departmental needs.

This position will report to a leader on the executive team and may be responsible for supervision of professional level staff within the organization. Additionally, this position will conduct research, write reports with sound recommendations for the Executive team and utilize data to ensure resources are allocated most effectively.

IDEAL CANDIDATE

The ideal candidate will be a highly motivated fiscal professional with strong analytical and technical skills. This person should be able to effectively communicate with all levels of the organization; excellent oral, written, presentation, and listening skills will be essential. This individual should have excellent interpersonal skills and be able to build strong relationships across the organization.

SALARY

$78,499.20 - $125,652.80 annually. Candidates may be hired up to $125,652.80 depending upon qualifications.

Pension Information

MINIMUM QUALIFICATIONS

  • Five years of experience in budgeting, project management, procurement, operations, or in related technical or administrative support areas.
  • Bachelor's degree in business, finance, or a related field.
  • Two years of supervisory experience.
  • Other combinations of experience and education that meet the minimum requirements may be substituted
