Job Description

This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.

Example of Duties

Under direction of the Chief Fiscal Officer, manages the Controller Division. Supervises division personnel. Oversees the maintenance of all Municipal accounting records including journal entries, reservation of funds, budget inputs, and legal compliance for Controller Administration, General Accounting, Grant Accounting, Accounts Payable, Financial Information Systems and Fixed Asset Systems. Prepares, reviews, and approves annual financial reports. Coordinate annual independent financial audits and prepares responses to audit findings. Identifies, recommends, and develops data processing system changes and enhancements for the Municipal Financial Information System. Attends management meetings; respond to constituent and municipal department inquiries. Completes special projects and prepares reports as necessary.

Minimum Qualifications / Substitutions / Preferences

Associate's degree in Accounting, Business Administration, Finance, Economics, or closely related academic discipline and ten (10) years of professional-level accounting experience which includes oversight of all accounting system records, coordinating and responding to audits, preparing annual financial reports and supervising accounting staff.

OR

Bachelor's degree in Accounting, Business Administration, Finance, Economics, or closely related academic discipline and eight (8) years of professional-level accounting experience which includes oversight of all accounting system records, coordinating and responding to audits, preparing annual financial reports and supervising accounting staff.

OR

Master's degree in Accounting, Business Administration, Finance, Economics, or closely related discipline and six (6) years of professional-level accounting experience which includes oversight of all accounting system records, coordinating and responding to audits, preparing annual financial reports and supervising accounting staff.

All applicants must possess or be able to obtain:

  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA), or other similar professional accounting certification within 18 months of hire.

Military Service Interview Preference:

Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
