Job Description

We are seeking an experienced Accountant who is well-versed in the principles and practices outlined by the Government Finance Officers Association (GFOA). The ideal candidate will have a strong understanding of GFOA's best practices, guidelines, and standards for financial management and reporting in the public sector. This includes knowledge of cash management, general ledger, financial reporting, financial transparency, and effective governance. Familiarity with GFOA principles will be essential for ensuring Calvert County's financial practices align with industry standards and support our commitment to responsible financial stewardship

The Deputy Director of Accounting performs technical accounting work in directing the accounting and financial reporting activities of the County. Work involves overseeing professional accounting work, preparation and analysis of financial statement data, ensuring compliance with Generally Accepted Accounting Principles (GAAP), General Accounting Standards Board (GASB) and continuing disclosure requirements. The work requires extensive training and experience in financial accounting.

ESSENTIAL JOB FUNCTIONS:

  • Manages day-to-day accounting operations to include: general accounting, payroll, accounts payable and accounts receivable.
  • Oversees the preparation of the Comprehensive Annual Financial Report (CAFR), State Report (UFR)/Audit.
  • Oversees data in accounting systems and financial reporting for accuracy, integrity and compliance with GAAP.
  • Prepares and analyzes financial schedules/models to monitor debt position, fund balance position, and investments.
  • Analyzes on a daily basis the County's cash position and investment activity.
  • Interacts closely with the Treasurer to determine maximum investment funds.
  • Prepares schedules for annual audit financial statements and coordinates audit activities.
  • Coordinates with other departments and outside parties for various financial auditors.
  • Prepares UFR for State Legislative Auditor.
  • Prepares continuing disclosure statements for bond council.
  • Serves as technical accounting resource for the County to include reporting and resolving software errors.

Knowledge of--

  • Accounting principles and practices as applied to accounting and fiscal reporting for public agencies.
  • Administrative practices and procedures as applied to the operations of an accounting department.
  • Effective techniques of supervision.

Ability to--

  • Design, implement and direct the operation of County accounting system.
  • Prepare financial reports and statements.
  • Establish and maintain effective working relationships with others encountered in the work.
  • Manage staff, daily operations, and policy development and implementation.
  • Communicate effectively both orally and in writing.
  • Deal effectively with the public.

REQUIRED QUALIFICATIONS (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

TRAINING AND/OR EDUCATION:

  • Bachelor’s degree in accounting.

EXPERIENCE:

Five years of high-level accounting experience preferably in governmental accounting which must include two years of considerable experience managing staff, daily operations, customer service and policy development and implementation.

COMPENSATION STEPS:

  • Pay rate: $97,206 - $111,548 Annually
  • Grade 728, 35 hours per week
