Finance Manager
POSITION SNAPSHOT
The Finance Manager will work closely with all MVTA departments and provide a solution-driven, full-service response to all MVTA accounting, budget, and finance needs. This position is responsible for advanced-level work in accounting and other financial functions associated with the financial operations of MVTA. This position oversees many accounting/financial functions, provides guidance and work direction to support staff, and serves as a subject matter expert.
KEY CONTRIBUTIONS
- Manages the day-to-day accounting operations and ensures processes are in place for critical functions; including but not limited to, accounts receivable, accounts payable, fixed assets, bank reconciliations, and chart of accounts.
- Manages MVTA fixed asset accounting module and associated job functions in compliance with GAAP standards.
- Leads the development of the annual budget and is involved in performing reporting. functions, data analysis, compliance, and funding recommendations.
- Analyzes, monitors, and reports on revenue collection and expenditures to authorized budgets; monitors expenditures according to budget allocations and directs adjustments as needed.
- Serves as the financial lead for post-award grant activity, including reimbursement and project budget.
- Participates in the development and implementation of accounting practices by evaluating, monitoring, and recommending changes in accounting systems and procedures.
- Assists with the development of quarterly forecasts, including preparing templates, working with staff to complete the templates, consolidating the budget, and developing reports.
- Co-leads in the MVTA annual audit (ACFR) and single audit. Compiles, analyzes, and reviews financial information used in annual reports to Federal, State, and local government agencies and assists with the preparation of the year-end financial statements (ACFR).
- Supervises employees performing financial reporting, budgeting, general ledger, payables, cash receipts, and billings. Prioritizes, directs, and delegates work activities and monitors and manages team members' performance.
- Supervises the fare collection process; ensures process compliance, fare–ridership reconciliation, and reporting of data.
- Develops, documents, implements, and supports Finance Division policies and procedures.
- Assists the Finance Director in the preparation and execution of NTD reporting, audits, budget/budget amendments, cost allocation plans, etc., as assigned, or apparent.
- Manages, mentors, and coaches direct support staff. Participates in goal setting for the Division and with direct reports; seeks process improvements, prioritizes, and delegates effectively. Driven by professional growth.
- Understand the importance of supporting their supervisor, MVTA senior staff, and the agency (internally and externally). Perform other duties, as assigned.
