Job Description

The Finance Manager is a mid-management position, reporting to the Administrative Services Director. The Finance Manager performs complex professional accounting and financial management duties and oversees the day-to-day operations of the Financial Services Division, including supervision of professional and para-professional accounting staff (4.0 FTEs). The Manager assures integrity of accounting and financial systems and alignment with the chart of accounts, maintains practices that facilitate ethics and transparency and serves as the lead for financial audits and reporting. The Manager also develops and implements policies and procedures, performs legislative analysis and interpretation, and develops and delivers presentations and workshops.

This position will assist the Administrative Services Director as needed, including the preparation of financial statements and analysis, written documentation, reports, and correspondence, and other related duties.


The Finance Manager requires a bachelor's degree in accounting, finance, business or public administration, or a related field and five years of responsible professional-level experience in governmental accounting and financial systems management, including at least two years in an administrative or supervisory capacity. Public sector auditing experience or CPA certification is desirable.

The ideal candidate will have a breadth and depth of experience suited to a small city, and a verifiable background of creating an environment of integrity-based accountability and collaboration. The successful candidate should excel at identifying process improvement opportunities and developing effective modernization and automation solutions, as well as possess outstanding oral and written communication skills, exhibit a balance of technical and managerial acumen, and demonstrate the ability to provide effective team leadership. The ability to develop strong working relationships and assist other departments achieve their business goals is essential.
