PURPOSE:

The Financial Specialist II is a lead industry professional engaged in skilled analyses, interpretation and forecasting on fiscal information and data applicable to an assigned centralized District financial management function. Position exercises leadership initiative and independent judgment in the performance of regular technical tasks and confers with administrative leaders on major administrative or policy questions and issues.

QUALIFICATIONS:

  1. Bachelor degree in accounting, business administration, finance, public administration or related field.
  2. Minimum of three (3) years of successful experience within the District’s centralized financial management functions, or five (5) years of successful progressive experience within a large or medium-sized organization in governmental administration for accounting, auditing, budget, finance, treasury or related fiscal functions.
  3. Industry certification or accreditation for the functional area of assignment preferred, e.g., Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Financial Analyst (CFA).
  4. Extensive knowledge in working with a large, complex, automated financial system and current software applications in a government/business setting.
  5. Successful supervisory experience.
  6. Evidence of leadership skills associated with successfully having lead major projects and/or having provided leadership to specific functional areas relating to business and/or finance.
  7. Comprehensive knowledge of federal, state, and local regulatory rules, standards and requirements governing the functional area of assignment.
  8. Demonstrated ability to work with diverse groups, and effectively communicate, both orally and in writing.
  9. Knowledge of current computing technologies and software applications appropriate to the position’s job responsibilities.

PERFORMANCE RESPONSIBILITIES:

Essential Functions:

  1. Performs skilled analysis/interpretation/forecasting on fiscal information and data applicable to the assignment area to identify and resolve issues affecting accuracy, performance, productivity or other key metrics/indicators.
  2. Coordinates regular and key reporting requirements, e.g., year-end close out procedures, internal/external compliance auditing, budget adoption process, comprehensive annual financial reporting, investment/debt management reporting
  3. Designs, prepares and distributes various forms of information and data applicable to the assignment area, e.g., payroll/accounts payable/receivable procedures, position control resources and tools, debt offering/disclosure statements.
  4. Develops and implements process related to budget development/year-end reporting and monitors District budgets/expenses related to all schools and departments.
  5. Performs various reconciliation activities according to assignment area, e.g., asset management, compliance audits, capital budget, lottery and school recognition funding, escrow and trustee accounts, bank statements and journal entries.
  6. Adheres to internal policies, practices and procedures in compliance with government regulatory standards and generally accepted accounting principles.
  7. Assists schools and departments in understanding financial transactions in the financial reports and budgets under their responsibility.
  8. Participates in the planning, implementation and upgrade initiatives for the District’s automated financial accounting systems.
  9. Recommends policy and procedural changes to enhance efficiency throughout the District’s financial accounting, auditing, budgeting and fiscal reporting processes and implements approved changes.
  • Analyzes unique program requirements related to specialized financial and budget reporting in areas such as food service, federal programs, capital programs, etc.
  • Prepares detailed financial and/or budget analyses to be incorporated in financial statements and reports; and identifies needed disclosures/reporting related to the financial impact of significant District operating activities.
  • Provides leadership, guidance, and/or supervision to departmental personnel as designated by the Director.
