Job Description

The Treasurer is an elected Constitutional Officer and is primarily responsible for billing and collecting taxes for real and personal property, business licenses, investment of County funds and other duties as specified by the Code of Virginia and local ordinances. The Department of the Treasurer is currently seeking highly qualified applicants for a Vice Chief Deputy Treasurer. This is an executive level position that will report directly to the Treasurer.

This position will be highly involved with investing and safeguarding funds, authorizing disbursements, recommending fiscal policy, coordinating annual budgets, debt, cash, and project management, managing staff performance, development and implementation of new projects and strategic plans, and assume the Treasurer's duties in his absence. Must be competent in handling high level complex workloads in a deadline oriented role, demonstrate superior problem solving skills along with a decisive, well-organized, and team-oriented appeal to confidently interact with County Executive Leaders, taxpayers, staff, and internal and external stakeholders, which include simultaneous tasks in a professional manner all while ensuring compliance with County Ordinances and State Codes. The successful candidate will also assist with formulating and implementing policy, administering processes for tax collections which include real estate, personal property, business license taxes and various payment applications.

HIRING RANGE: Commensurate with experience.

Job Requirements

Any combination of education and experience equivalent to a master's degree in Business Administration, Public Finance, or related field and five (5) years professional-level experience in municipal government, financial services, or banking arena and one (1) year of supervision. Prior experience working with billing systems and Oracle in a medium to large organization is desirable. Microsoft Office proficiency with strong skills in Excel required. Supervisory experience must be indicated on application for consideration. Bilingual Spanish/English encouraged.

Special Requirements

Certified Public Accountant (CPA), Project Management (PMP), Local Government Management Certificate, VGFOA, GFOA, Certification Program or Master Governmental Deputy Treasurer (MGDT) preferred.
