The City of Sacramento, Department of Utilities (DOU) is seeking qualified, energetic, and dedicated applicants for the position of Program Specialist (a.k.a Budget Specialist) in the Fiscal Operations section of the Business Services Division. This position is primarily responsible for developing and managing DOU's operating budget of over $165 million and capital five-year program of over $219 million. This position oversees DOU's budgetary functions and activities, including coordinating budget preparation, administering approved budgets, monitoring expenditures; year end projections of expenditures and revenues; justifying projections and explaining variances; coordinating/participating in year end closing process; rate-modeling; and supervising administrative analyst staff.

Under general direction the Program Specialist plans, directs, and supervises all of the activities of a major department or Citywide program or project with moderate visibility and impact; conducts studies and makes recommendations; monitors program compliance; represents the department in contacts with media, internal and external agencies, and organizations.
