Barbara Whitehorn
Currently serving as the Deputy City Manager for the City of Sedona, Arizona, Barbara Whitehorn is expert in strategic planning, risk management, government finance and budgeting, treasury, cash management and debt, human resources, bargaining unit negotiations, information technology management and strategy, and fleet and infrastructure management.
Barbara holds an MBA with concentrations in Finance, Accounting and Operations Research from the University of Texas at Dallas, and a BA in the History of Art from Bryn Mawr College. Originally from Colorado, she has experience in local government finance and operations in four U.S. states, Texas, North Carolina, California and Arizona. Barbara accepted the role of Finance Director in Sedona in 2024 and was promoted to Deputy City Manager in 2025.
Barbara is driven by a passion for public service. She believes that the role of a public servant is to provide the community the best service, stewardship of assets, and highest level of transparency.
