Federal Liaison Center

GFOA members' representation in Washington D.C.

The mission of the Federal Liaison Center is to inform GFOA members about federal legislation, regulations, judicial actions, and policies that affect public finance functions and to represent the interests of GFOA in Washington, DC. Center staff collects, analyzes, and disseminates information to GFOA members and provides policymakers with information on GFOA positions.

The center's activities include participating in many working groups with other state and local organizations on issues of importance to GFOA members including: public financing, tax, pension and benefits, and banking issues. We maintain close working relationships with many regulatory agencies including the Securities and Exchange Commission (SEC), the Internal Revenue Service (IRS), the Municipal Securities Rulemaking Board (MSRB), and have constant dialogue with other organizations such as the National Association of Counties (NACo), the National League of Cities (NLC), the National Governors Association (NGA), and the National Association of State Treasurers (NAST).

Emily Brock

Emily leads coalition and advocacy efforts of the Public Finance Network in Washington DC. Her advocacy includes anticipating and responding to federal legislative and regulatory activities that impact the finance functions of state and local governments and public sector entities including tax reform, municipal securities disclosure and public pension and benefit issues.

Jarron Brady

As Policy Analyst of GFOA’s Federal Liaison Center, Jarron works with coalitions and partner organizations to analyze policies relevant to GFOA members and advocate for their advancement through Congress.

Isabel Mu

As a Public Finance Advocacy Fellow at GFOA’s Federal Liaison Center, Isabel provides administrative and logistical support to the FLC team. She engages directly with GFOA members, members of Congress, as well as members of the Administration.

William Pierre-Louis, Jr.

Willam Pierre-Louis, Jr. is the Federal Policy Associate at the Government Finance Officers Association (GFOA), where he helps develop federal policy documents and contributes to policy-related education for public finance officials, ensuring state and local government officials have the necessary federal tools and resources to navigate complex policy challenges and better serve their constituents.
