Ben Finkelstein

Benjamin “Ben” Finkelstein, CFA, is a Managing Director at Hilltop Securities specializing in public fund fixed-income strategy, portfolio construction, and fiduciary stewardship. For more than 35 years, he has worked exclusively with public funds and has led institutional fixed-income initiatives at Cantor Fitzgerald, Lehman Brothers, and PaineWebber.

Ben is the author of Politics of Public Fund Management: How to Modify Wall Street to Fit Main Street and is nationally recognized for his work in modernizing investment policy, benchmarking practices, and suitability-based evaluation for cities, counties, and special districts. He regularly lectures and consults on fiduciary best practices, liquidity management, and performance reporting for public funds.

He holds the Chartered Financial Analyst (CFA) designation.
