Victor Brownlees

Victor is Assistant City Manager for the City of Pearland, Texas. An Ulsterman by birth he served as Chief Executive Officer (City Manager) for several local/municipal governments in the UK prior to relocating to the US in 2017. He is an accountant by profession and a member of the Chartered Institute of Public Finance & Accountancy (CIPFA) - the leading body for practitioners specializing in public sector financial management. In 2016 Victor was elected a Fellow of CIPFA in recognition of his contribution at senior level to fiscal stewardship in the UK public sector.

Victor is an alumnus of Harvard’s Kennedy School of Government Senior Executive Program for State and Local Government and a Credentialed Manager with the International City/County Management Association (ICMA).

Victor is married to Jinna, a native of Lubbock, Texas and a retired Colonel who served for 30 years in the US Army Nurse Corps. Their son Alexander is a firefighter who lives in Conroe, Texas with his wife Elizabeth and baby Callum. Victor’s true passion, outside of his work and family, is drumming – he has played in marching bands, orchestras, jazz bands and rock bands as well as being a fifth generation traditional Ulster-Scots (Scotch-Irish) ’lambeg’ drummer.
