Ryan R. Coleman
Deputy Comptroller for Finance & Development, City of St. Louis, Missouri

For the last two years, but three budget seasons, Ryan has served as the Financial Analyst to the Board of Aldermen for the City of St. Louis, reporting directly to the legislative body. His nearly twenty years of municipal finance experience with the City of St. Louis has included positions in the Assessor's Office, Budget Division, and over a decade in the Comptroller's Office where he worked on reviews of development incentives, heavy equipment leases, bond issuances, continuing disclosure, and more. He served two terms as an elected Trustee to the St. Louis Employees Retirement System and was recently accepted into the Lincoln Vibrant Communities Fellowship, a collaboration between Claremont Lincoln University and the Lincoln Institute of Land Policy. But most auspiciously, he is a member of the GFOA Urban Forum's Leadership Group!
Ryan's current work with the Board of Aldermen includes ensuring compliance with the City's fiscal note ordinance that requires all legislation with an unbudgeted fiscal impact to have a note prepared, providing support to the Budget and Public Employees Committee, especially during the annual budget process, and other research and analysis as requested. Effective June 16th, 2025, he will return to the Comptroller's Office, now under new elected leadership, and assume the role of Deputy Comptroller for Finance & Development.
