Dawn Donovan

Dawn has over 37 years of experience in municipal finance and has served as Comptroller for the Town of Eastchester since 2010.  Prior to this, she served as Comptroller for the Town of North Castle.  She began her career at Bennett Kielson and later served as Treasurer for the Ardsley Union Free School District. 

She is a member of the GFOA of the U.S. and Canada (National GFOA) and in 2024, she was recognized by the GFOA for Outstanding Public Service.  In 2025 Dawn was appointed Vice Chair to the Special Review Executive Committee.  She also served as Co-Chair of the Women’s and Public Finance Network (WPFN) mentorship committee from 2023 – 2025.   

A long-time member of the New York State Government Finance Officers’ Association (NYS GFOA).   Dawn has served in numerous leadership roles and was President of the Association for 2016-17. 

Dawn holds a Bachelor’s of Business Administration in Accounting from Pace University in Pleasantville New York.  She resides in Tuckahoe, New York.
