Holly Rosenthal serves as the Assistant Water Services Director for Finance & Administration at the City of Phoenix Water Services Department. In this role, she champions innovation and continuous improvement to benefit both internal teams and Phoenix’s 1.7 million water customers. Her leadership spans strategic business planning, financial stewardship, and data-informed decision-making. She also oversees the City’s Customer Contact and Billing Center and Supply Chain and Warehouse Operations.

Holly leads the Water Services Department’s transformative Trifecta Program, a multi-year initiative encompassing Organizational Change Management, Strategic Business Planning, and the Utility Optimization Roadmap. This program represents a generational investment in making Phoenix’s water utility “Fit for the Future” by enhancing efficiency, resilience, and customer service.

Before joining the City of Phoenix, Holly held executive positions at the Onondaga County Water Authority (OCWA) and the Metropolitan Water Board (MWB) in New York. Drawing on her experience with both entities, she co-led their successful consolidation into a single regional utility serving more than 50 municipalities across five counties. This merger created enduring operational efficiencies and improved service delivery for ratepayers.

While serving as Executive Director of MWB, she launched the Comprehensive Asset Renewal and Energy (CARE) program and the Treatment Assurance Program (TAP) – the most extensive capital investments since the system’s initial construction. These initiatives focused on infrastructure modernization, energy efficiency, and long-term sustainability.
