Jessica Skibo
Jessica Skibo serves as the Capital Funding Manager for the City and County of Denver, managing the $7 billion debt portfolio of Denver International Airport Enterprise and $200 million Wastewater Enterprise. In addition, she manages the City’s dedicated tax financial commitments and $789 million in debt portfolio. Before joining the Capital Funding team, Jessica spent eight years in Denver’s Budget and Management Office as a Strategy & Operations Specialist, following her early career in the Procurement Division as a Senior Buyer. With 19 years of leadership experience in public-sector finance, she’s widely recognized for her professionalism, expertise and collaboration. A dedicated public servant and passionate advocate, Jessica is serving on the Women in Public Finance National Board of Directors and WPF Mountain Region Chapter Board of Directors. She is also serving on the Compliance Advisory Group of the Municipal Securities Rulemaking Board (MSRB) to enhance municipal securities industry comprehension and compliance of MSRB regulations. A Denver native and Colorado State University alumna, Jessica remains deeply dedicated to strengthening and serving the communities of Colorado.
