JoAnne Carter

oAnne Carter is the CEO at PFM, the nation’s leading financial advisor. JoAnne has been with PFM for 30 years and has advised her clients on more than $15 billion of financings. JoAnne developed PFM’s financial advisory business in Virginia, and was previously the leader of the south region of PFM’s financial advisory practice.

During her career, her clients have included Arlington County, Fairfax County, Stafford County, the City of Norfolk, the City of Roanoke, the Virginia Port Authority, and the Virginia Railway Express, among others.
