Joel Manning

Joel Manning is the Financial Manager for Chester Sewer District and has served in this role for 9 years.  Joel is on the Utility Finance and Small Government forums with GFOA.  Prior to Governmental Accounting, Joel was in Private accounting primarily in manufacturing.  He is a Certified Public Finance Officer, Certified Government Financial Manager and Certified Procurement Professional.
