Assistant County Administrative Officer, County of Tulare, California
As Assistant CAO, John Hess helps oversee and administer a Countywide budget of $1.6 billion, over 5,000 positions, and 22 departments. Tulare County is proud to have a very low debt profile, strong credit ratings, and substantial reserves because of its faithful adherence to its fiscal policies and GFOA’s Best Practices. John has worked for Tulare County for nearly 18 years. Prior to being the Assistant CAO, John was the General Services Agency Director, where he oversaw capital planning, property management, parks and recreation, and several other functions. When needed, John has also served as Interim Department Head throughout the County, including as Health & Human Services Agency and Information Technology directors. Currently, John serves on the GFOA Committee for Economic Development & Capital Planning (CEDCP), as well as on the Board for several local nonprofits.
