John Hess

Assistant County Administrative Officer, County of Tulare, California

John is the Assistant County Administrative Officer for Tulare County where he helps prepare the County's $1.6 billion budget. He has worked for Tulare County since 2005 beginning in Community Development & Redevelopment managing community improvement projects, economic development and housing loan programs, and writing grants.  In 2012, John moved to the County Administrative Office as an Administrative Analyst where he gained valuable government finance and budgeting experience working with the County's internal service funds (ISF).  Because of his background in project management and knowledge of ISF budgeting, John was appointed to lead the County's general services and capital projects through a reorganization to a stand-alone department.  He was appointed by the Board of Supervisors as the Director of the newly created General Services Agency where he oversaw a department of nearly 200 employees, a $100 million budget, and dozens of construction projects.  John holds a Master of Public Administration, serves on several non-profit Boards, and is a member of the GFOA Standing Committee on Economic Development and Capital Planning.
