Justin Kohls
Justin Kohls is a Manager with the Government Finance Officers Association (GFOA) Consulting practice. His 10+ years of experience in local government finance includes advising executive leadership and elected officals in Minnesota and Florida on budgeting, strategic planning, financial analysis, and the use of data to support decision-making and improve financial management practices. Most recently he co-led the development, presentation, and adoption of the City of Minneapolis's $2B 2026 budget, as well as a transition of the city's budget cycle management software.
Prior to joining GFOA, Justin held a variety of management roles, most notably within the City of Minneapolis, MN and the City of Coral Springs, Florida. He also brings private-sector consulting experience from ClearGov, where he led the onboarding, integration, and analysis of client-provided financial data for use in budget development and served on a team of subject matter experts to inform product development and process improvements. Justin holds a Master of Public Administration from DePaul University’s Graduate School of Public Service and a bachelor’s degree from Roosevelt University.
