Keola Harrington

Keola Harrington is the Chief Financial Officer of the Philadelphia Parking Authority, one of the largest municipal parking systems in the nation, where she oversees a $351 million operating budget and leads the Authority’s financial strategy, capital planning, treasury operations, and long-term fiscal stewardship.

With deep expertise in public finance and infrastructure investment, Keola has led major initiatives spanning bond issuances, banking and treasury modernization, ERP transformation, and multi-year capital planning. Her leadership has strengthened financial transparency, improved operational efficiency, and positioned the Authority for sustainable growth.

Prior to her current role, Keola served as Senior Director of Finance for the City of Philadelphia’s Department of Commerce and as Assistant City Treasurer, where she played a key role in advancing economic development initiatives and managing complex municipal finance operations.

Keola serves on the Board of Trustees at the Community College of Philadelphia and is an active member of the Government Finance Officers Association’s Committee on Economic Development and Capital Planning. She is also engaged with Women in Public Finance at both the local and national levels.

A recognized leader in her field, Keola has been named a Rising Star by The Bond Buyer, a Trailblazer by City & State Pennsylvania, and a 40 Under 40 honoree by the Philadelphia Business Journal. She holds a Bachelor of Science in Finance and Accounting from Indiana University of Pennsylvania and a Master of Public Administration from the University of Pennsylvania’s Fels Institute of Government. She also completed executive education at Harvard Business School, focused on strategic financial leadership.
