Joellen is a Certified Public Accountant with over 25 years of experience in public and governmental accounting. Her experience includes public accounting with Deloitte, as well as regional and local firms in Ohio and West Virginia. She currently serves as the Director of Debt and Securities Management at the West Virginia State Treasurer’s Office. She is in her second term on GFOA’s Debt Committee.
