Garrett Macdonald

Garrett Macdonald is the Chief Executive Officer at three+one, a national financial-technology company that assists public entities and higher-education institutions execute borrowing, investing, and cash-management decisions. Since joining three+one in 2015, Garrett has played an integral role in developing the firm’s suite of tools including cashVest, rfpPrep, and muniBank. He has also helped lead the expansion of its business across the United States.

He has worked with some of the nation’s largest public entities and higher-education institutions and their governing boards, investment committees, and financial institutions. For them, he has developed numerous treasury-services efficiencies, leading to improved cash-management strategies, enhanced banking arrangements, and simplified treasury-management processes. These advancements have generated measurable and sustained public value for these entities.

Before joining three+one, Garrett served as an Efficiency Resource Consultant for a global non-profit. He traveled widely for this organization, both nationally and abroad, including such far-flung places as Singapore, Indonesia, and the United Kingdom.

Garrett attended St. John Fisher University in Rochester, NY, where he graduated magna cum laude with a B.S. in Corporate Finance. He went on to earn his MBA there with high distinction. Also, while at St. John Fisher, he received recognition for his scholastic accomplishments and community service. Garrett was invited to join Beta Gamma Sigma, the highest honor a business scholar can receive from an AACSB-accredited business school.

He was a research contributor and co-author of Elementary Financial Derivatives, a 2016 textbook on derivatives and securities, with Dr. Jana Sacks. He also co-authored an academic publication on corporate sustainability and its impact on shareholder returns.

Through the Association of Finance Professionals, Garrett earned his Certified Treasury Professional® (CTP) designation and is also a Certified Corporate Financial Planning & Analysis Professional® (FPAC). He earned a certificate in “Artificial Intelligence: Implications for Business Strategy” from the Massachusetts Institute of Technology. Garrett received a master’s certificate in High-Performance Leadership from the National Association of Counties (NACo) High-Performance Leadership Academy.

Garrett is a frequent speaker and panelist for regional and national conferences, including those sponsored by NACo, the Government Finance Officers Association (GFOA), the Alaska Municipal League (AML), the New York Association of Counties’ Finance School, the Texas Investment Academy, and the Pacific Consortium of College and Universities (PACCON). Garrett sits on the banking and investment management committee for the New York GFOA. He is on the Board of Directors and the Finance Committee for the Baden Street Settlement, an organization addressing poverty and quality of life for neighborhood children, youth, adults, and seniors in Rochester, NY. Garrett is also on St. John Fisher University’s Alumni Board of Directors.
