Justin Marlowe

Justin Marlowe is a Research Professor at the University of Chicago’s Harris School of Public Policy, where he also serves as Director of the Center for Municipal Finance and Editor-in-Chief of the Municipal Finance Journal. He has published five books – including the forthcoming Public Debt Management: Strategy and Evidence (Cambridge University Press) – and dozens of articles on the municipal bond market, infrastructure finance, governmental accounting, and local fiscal policy. He serves on GFOA's Committee on Governmental Debt Management, is an elected Fellow of the National Academy of Public Administration, is a Director at the Vantage Trust Company, and has served on technical advisory bodies for the GASB, the California State Auditor, the Chicago Metropolitan Agency for Planning, and the Commercial Club of Chicago, among many other government and non-profit organizations. He is also co-host of the popular podcast “The Public Money Pod,” and he has extensive experience as an expert witness in state and federal courts. He holds a Ph.D. in political science and public administration from the University of Wisconsin-Milwaukee. Prior to academia, he worked in local government in Michigan.
